External Expert Panel Review

About

The HSE commissioned an External Expert Panel (EEP) after the publication of the Independent 'Thomas Report' in 2025. This report was an external medical audit for Children’s Health Ireland and National Orthopaedic Hospital Cappagh on indications for Pelvic Osteotomy in children with Developmental Hip Dysplasia.

This EEP is chaired by Dr Kishore Mulpuri, a world-renowned paediatric orthopaedic expert. The panel is also made up of 14 international clinical experts. The group is assessing the appropriateness of the originaly clinical decision-making for pelvic osteotomy procedures. These procedures were performed in Children’s Health Ireland (Temple Street) and the National Orthopaedic Hospital Cappagh (NOHC) between January 2010 and March 2025.

The group is looking at the relevant scan results and the patient’s medical history, which helped guide the surgical decisions in each case.
