This procedure supports the functioning of local placement forums to ensure compliance with the legal principles of the Assisted Decision-Making Act (ADMA) 2015 and the Nursing Home Support Scheme (NHSS) (amendment) Act 2021.

The purpose of this standard operating procedure is to ensure that all persons involved in the local placement forum process and those who are involved in carrying out the care needs assessment are adhering to their legal obligations under the relevant acts as referenced above. The will and preference of the relevant person who is the subject of the application under the NHSS is of utmost importance when making a determination on their care needs assessment.

The procedure provides operational guidance to all staff involved in the functioning of the local placement forum as stood up by the Health Service Executive (HSE) under the Nursing Home Support Scheme (NHSS)
