Document Owner: Paediatric Homecare Package for Children, Clinical Lead, Primary Care Access and Integration
National Group: Primary Care, Access and Integration - Paediatric Homecare Package (PHCP) Coordinators Nurse Practice Group
Effective From: 01 September 2026
This procedure applies to all HSE Health Region governance groups where nursing services are delivered in a community setting to a child with complex healthcare needs receiving a Paediatric Homecare Package (PHCP).

This procedure provides guidance to all HSE Health Regions, Paediatric Homecare Package (PHCP) governance groups, and homecare registered nursing staff (RN) on the measures required to minimise risk in the event of a power outage while a child with complex healthcare needs is receiving nursing care at home through a PHCP.

The procedure outlines the measures needed to prepare for and respond to a power outage when children who depend on electrically powered medical equipment at home are being cared for by a HSE Paediatric Homecare Package (PHCP). It describes the preventive actions required as well as the immediate steps to take during a power outage to maintain the child's safety and continuity of care for the duration of the power outage.
